You cannot just flare gas as your note suggests. That is against the environmental laws other than in emergency situations.2. Producers that contract to put their gas into storage have a finite period of time that it can keep it there after which it must remove that gas from storage of face penalties. In normal situations, they can get an extension of time for little cost. Not so when the storage is close to full. The storage facilities want that gas moved out to make room for new gas and gas being removed has to compete with new gas being drilled (gas on gas competition). This is why on rare occasions in the past the gas price has gone negative. If it is cheaper to pay someone to take the gas than it is to pay the penalty to the storage facility,[link widoczny dla zalogowanych], that is a rational choice.3.
